CILTHK Supports to Prioritise the
 Implementation of the Northern Metropolis Highway (San Tin Section)

The Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) supports the Government’s implementation strategy of Northern Metropolis Highway (NM Highway), and in particular, on prioritising the San Tin Section for commissioning by 2036. The NM Highway is a critical strategic transport infrastructure that underpins the successful delivery of the Northern Metropolis (NM) by providing a continuous, high-capacity east-west corridor across the NM districts in (i) facilitating traffic redistribution between New Territories East and West, (ii) unlocking land and development potential, and (iii) boosting the logistics and transport economy.

Redistributing Traffic Between New Territories East and West: The NM Highway will fundamentally restructure existing traffic patterns by providing a direct, high-standard east–west trunk road linking NT East (e.g. Kwu Tung North / Fanling / Ta Kwu Ling) with NT West (e.g. San Tin / Yuen Long / Hung Shui Kiu). It would divert through traffic away from local roads, thereby alleviating congestion in existing and emerging new land uses. The NM Highway would also enhance network resilience by providing alternative routes during incidents, maintenance and extreme weather events.

From a transport planning perspective, the NM Highway serves as the backbone distributor road for the Northern Metropolis, consistent with the Government’s strategic direction outlined in the Transport Strategy Blueprint under the “Eight Vertical and Eight Horizontal Corridors” transport infrastructure framework. Prioritising the San Tin Section can further emphasis the early provision of strategic highway infrastructure, helping to prevent congestion and enabling a more flexible response and timely response to the traffic demands arising from new land uses in the Northern Metropolis.

Unlocking Land and Development Potential in the Northern Metropolis

The Northern Metropolis covers approximately 30,000 hectares and is planned to  accommodate 2.5 million population and creation of some 650,000 jobs. Efficient transport connectivity is a fundamental prerequisite for realising development of this scale. The NM Highway plays a pivotal enabling role by improving accessibility, particularly in areas such as San Tin, Lok Ma Chau Loop, Ngau Tam Mei and parts of Yuen Long South. It also unlocks significant development potential for logistics, industrial uses, and innovation and technology uses. By adopting an innovative approach of “Holistic Planning with Phased Implementation”, it allows different NM districts to be brought forward in a coordinated and market-responsive manner. Priortising San Tin Section aligns with ongoing planning for San Tin Technopole and cross‑boundary innovation and logistics activities.

 

Supporting and Boosting the Logistics and Transport Economy

Hong Kong’s logistics and transport industry remains a pillar of the economy, particularly in the context of regional integration within the Guangdong–Hong Kong–Macao Greater Bay Area (GBA). The NM Highway will significantly enhance the sector’s operational efficiency and competitiveness by strengthening cross-boundary and GBA logistics connectivity as it provides direct and efficient connections to boundary control points such as Huanggang and Shenzhen Bay. It also shortens travel time for cross-boundary freight movements and improves network resilience, which are critical for transport of high-value and time-sensitive goods.

CILTHK considers that the Northern Metropolis Highway is not merely a transport project, but a strategic economic and spatial enabler for Hong Kong’s long‑term development. NM Highway is essential to achieving the Government’s vision of a vibrant, competitive and well‑connected northern growth engine. CILTHK therefore supports the Government’s commitment to the NM Highway and urges priority implementation of the San Tin Section.

香港運輸物流學會支持政府優先推展北部都會區公路(新田段)

香港運輸物流學會支持政府就北部都會區公路(下稱「北都公路」)所訂的推展策略,並尤其支持以新田段於2036年前落成通車為目標而優先推展。北都公路為關鍵策略性運輸基建,透過在北部都會區(下稱「北都」)各區提供一條連貫、高容量的東西向走廊,以支撐北都的順利落實,從而(i促進新界東西交通分流、(ii釋放土地及發展潛力,以及(iii推動物流及運輸業經濟發展

促進新界東西交通分流:北都公路將透過提供一條直接、高容量的東西向主幹路,連接新界東(例如古洞北/粉嶺/打鼓嶺)與新界西(例如新田/元朗/洪水橋),以應付現有及未來的交通出行模式。北都公路可分流區內道路的跨境跨區交通,從而避免現有及新發展產生交通擁堵問題。北都公路亦可在發生事故、維修工程及極端天氣情況下提供替代路線,以提升道路網的韌性。

從運輸規劃角度而言,北都公路作為北都的骨幹道路,以配合政府於《運輸策略藍圖》內提出的「八縱八橫」的運輸基建布局。另外,優先推展新田段,將有助及早提供策略性公路基建,分流交通以減低交通擠塞,可更及時且更具彈性地應對北都新發展所帶來的交通需求。

釋放北都土地及發展潛力

北都包括約30,000公頃土地,規劃容納250萬人口,並可創造約65個職位。要實現此規模的發展,便要建立一個高效及便捷的交通連繫。北都公路透過提升可達性(特別是新田、落馬洲河套區、牛潭尾及元朗南一帶),在推動北都發展方面發揮關鍵作用,並可顯著釋放物流、工業,以及創新及科技等用途的發展潛力。透過採用「全盤規劃、分段推展」的創新模式,北都不同地區可按協調一致及因應市場的方式有序推進。優先推展新田段,亦與新田科技城及跨境創科與物流活動的相關規劃相配合。

支持並推動物流及運輸業經濟發展

香港物流及運輸業一向為本港經濟支柱之一,尤以在粵港澳大灣區(下稱「大灣區」)區域融合的背景下更重要。北都公路可提供直接而高效的連接,通往皇崗及深圳灣等口岸,從而加強跨境及大灣區物流連繫,並顯著提升行業的營運效率及競爭力。北都公路亦可縮短跨境貨運行程時間,並提升路網韌性,對運送高價值及時間敏感貨物尤為關鍵。

本會認為,北都公路不僅是一項運輸工程,更是經濟上和空間上推動香港長期發展的戰略性因素。北都公路對落實政府建設具活力、具競爭力及連繫完善的北都增長引擎願景至為重要。因此,本會支持政府就北都公路的發展,並優先推展新田段。
