The San Po Kong area, situated in the Wong Tai Sin district, faced severe traffic congestion during the transformation of land use from industrial to mixed-use development. The team, led by Prof. Hong K. Lo, developed a micro-simulation model for the area using VISSIM, incorporating comprehensive traffic and transportation elements. Analysis revealed that kerbside parking, traffic signals, and road design were the three primary causes of traffic congestion. In an attempt to relieve traffic congestion, first, we derived optimal patrol routes for the police based on manpower and operation types, reducing manpower requirements significantly while improving traffic conditions. Second, we optimized the signal timing plans of five junctions within the area using Dynamic Intersection Signal Control Optimization (DISCO), bringing additional benefits through signal coordination. This smart traffic management scheme enhanced synergy between kerbside management and signal timing, effectively addressing traffic congestion in San Po Kong.
