CILTHK
Supports the 2026–27 Budget of the HKSAR Government
The
Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) welcomes
and supports the HKSAR Government’s 2026–27 Budget and its theme, “Driving
High-quality, Inclusive Growth with Innovation and Finance.” We are
encouraged by the Budget’s continued commitment to consolidating Hong Kong’s
position as an international trade centre, aviation hub and maritime centre,
while accelerating the development of the Northern Metropolis and enhancing
competitiveness through innovation and digital transformation.
CILTHK
notes positively a number of Budget measures that are highly relevant to the
continued development of Hong Kong’s logistics and maritime sectors. In
particular, we are encouraged by the Government’s ongoing efforts to promote
smart port development through the introduction of a Port Community System
(PCS). The PCS will support real-time cargo visibility across sea, land and air
movements, facilitate cross-boundary data collaboration, and enable value‑added
functions such as One‑Data‑Multiple‑Declarations. We are keen to work with the
Budget’s direction to strengthen Hong Kong’s role as a sustainable
international smart logistics hub through initiatives that promote innovation,
logistics data interconnectivity and industry transformation.
On
trade facilitation, CILTHK supports the Government’s proposal to pursue
legislative amendments to extend the current arrangements under the Air
Transhipment Cargo Exemption Scheme to other sea transhipment and sea‑air
transhipment modes. We believe these enhancements will further reinforce Hong
Kong’s role as a regional and international transhipment hub by improving
operational efficiency and enabling logistics players to provide more
integrated multimodal solutions.
CILTHK
notes positively that the Transport Strategy Blueprint, as highlighted in the
Budget, adheres to a public transport‑oriented principle so as to enhance
cross-boundary transport infrastructure, facilitate the movement of people and
goods within the Greater Bay Area (GBA) and drive smart transformation to
provide greater convenience for the public and tourists. This reinforces the
Government’s commitment to the Blueprint and the long‑term sustainable
development of Hong Kong’s transport sector. We applaud the Government’s
continued investment in major rail and road projects forming the “Eight
Vertical and Eight Horizontal” transport layout to meet the needs arising from
long‑term population growth, new development areas and cross‑boundary travel.
CILTHK
also recognises the importance of continued efforts to improve traffic
management and operational efficiency through innovation and technology. The
establishment of an AI‑ and data‑driven traffic management platform will enable
comprehensive monitoring of real‑time traffic conditions, helping to alleviate
congestion, enhance road safety and improve journey reliability for both
passengers and freight vehicles.
We
further looks forward to the policy directions that promote sustainable and low‑carbon
transport, including the development of Smart and Green Mass Transit Systems.
Together with measures that encourage the adoption of greener vehicles,
optimise public transport usage and support modal shifts, these initiatives
will contribute to emissions reduction, improved roadside air quality and a
better urban environment. Such measures align with Hong Kong’s broader climate
objectives while enhancing the long‑term resilience of the transport system.
CILTHK
fully supports the Budget’s initiative to expedite the development of
autonomous driving towards driverless mode, including the commencement of the
Airportcity Link autonomous transport system, which represents a significant
milestone in the commercialisation of advanced mobility solutions in Hong Kong.
CILTHK
also stands ready to the Budget’s continued policy push on the Low‑altitude
Economy (LAE), including the refinement of the regulatory framework, the
progressive rollout of Regulatory Sandbox trials, and exploration with the
Mainland on cross‑boundary low‑altitude logistics. We view the LAE as an
emerging area with strong potential to complement existing logistics networks
and support deeper regional integration within the GBA.
Regarding
long‑term capacity building, CILTHK welcomes the Budget’s support for the
development of a modern logistics cluster in Hung Shui Kiu / Ha Tsuen,
including the reservation of land for modern logistics uses and the invitation
of expressions of interest for the first site. We consider this an important
step in strengthening Hong Kong’s physical logistics infrastructure, supporting
high value‑added logistics services, and enabling more efficient cross‑boundary
connectivity.
On
maritime development, CILTHK supports the Government’s initiatives to enhance
high value‑added maritime services, including proposed improvements to tax
concession measures and steps to strengthen ship registration arrangements. We
also commends the Budget’s green shipping initiatives, notably the development
of Hong Kong as a green maritime fuel bunkering and trading centre. Measures
such as port dues concessions, incentives for green vessels, and legislative
work to support additional anchorages for green fuel bunkering operations will
strengthen Hong Kong’s positioning amid the global maritime industry’s green
transition.

appreciates the Government’s sustained focus on strengthening Hong Kong’s
logistics and maritime competitiveness through coordinated policy, digital
enablement, trade facilitation, infrastructure planning and green
transformation. As a professional institute representing practitioners across
the logistics, transport and maritime sectors, CILTHK stands ready to continue
engaging with the Government and industry stakeholders to support the
successful implementation of the Budget initiatives and to advance Hong Kong’s
development as a leading regional and global logistics and maritime hub.

Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) is a major
branch of The Chartered Institute of Logistics and Transport (CILT). The

members working in over 100 countries. It was formed in the United Kingdom in

香港運輸物流學會正面指出,正如預算案中強調的《運輸策略藍圖》遵循以公共交通為核心的原則,強化跨境運輸基建,促進大灣區人流物流,並擁抱智慧轉型,更便利市民和旅客。這進一步鞏固了政府對藍圖及香港運輸業長遠可持續發展的承諾。我們讚賞政府持續投資於重大鐵路與公路項目,形成「八縱八橫」交通布局,以滿足長期人口增長、新發展區及跨境交通的需求。
香港運輸物流學會亦認識到持續透過創新與科技提升交通管理與營運效率的重要性。建立一個人工智能與大數據分析的交通管理平台,將能全面監控即時交通狀況,有助於緩解擁塞、提升道路安全,並提升乘客與貨運車輛的旅程可靠性。
我們也期待推動可持續與低碳運輸的政策方向,包括智慧綠色集體運輸系統的發展。結合鼓勵採用更環保車輛、優化公共交通使用及支持交通模式轉乘的措施,這些措施將有助於減排、改善路邊空氣品質及更佳的都市環境。這些措施符合香港更廣泛的氣候目標,同時提升交通系統的長期韌性。
香港運輸物流學會全力支持預算案加快自動駕駛無人化的倡議,包括「航天走廊」自動駕駛運輸系統,這在香港先進出行解決方案商業營運方面具有重要里程碑意義。
香港運輸物流學會也準備迎接預算案持續推動的低空經濟政策,包括完善監管框架、逐步推行監管沙盒試驗,以及與内地合作探索跨境物流試飛。我們視低空經濟為新興領域,具備強大潛力補充現有物流網絡,並支持大灣區更深層的區域整合。
關於長遠能力建設,香港運輸物流學會歡迎預算案支持洪水橋/厦村現代物流圈發展,包括預留土地作現代物流用途及邀請業界就第一幅用地提交發展意向書。我們認為這是加強香港實體物流基礎設施、支持高附加值物流服務及促進更高效跨境連接的重要一步。
在海事發展方面,香港運輸物流學會支持政府提升高附加價值海事服務的舉措,包括擬議的稅務優惠安排及鞏固船舶註冊的措施。我們也讚揚預算案中的綠色航運倡議,特別是將香港發展為綠色船用燃料加注及貿易中心。減免使用或運載綠色燃料船舶的港口費、鼓勵更多船舶在港加注,以及向在港註冊的綠色燃料船舶提供優惠及立法會修例提供更多錨地作綠色燃料加注,將加強香港在全球海事產業綠色轉型中的地位。
