CILTHK Supports the “Transport Strategy Blueprint” For a Smart and Green Mobility Era

The Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) supports the publication of the “Transport Strategy Blueprint” (The Blueprint) announced by the Government of the Hong Kong Special Administrative Region on 6 February 2026. The Blueprint sets out the vision of: “Implementing a people-centric approach, Strengthening connectivity with both the Mainland and the world, Promoting efficient travel, and Embracing a green lifestyle”. The Blueprint provides a strategic roadmap for the future development of Hong Kong’s transport system over the next two decades, ensuring a smarter, greener, more connected and efficient transport environment.

The Blueprint identifies three major themes for future transport development: “Enjoyable Journeys”, “Well-connected City”, and “Healthy Mobility”. It sets out six strategies and 25 recommendations, covering infrastructure, public transport, smart technology, and green mobility.

Key initiatives include:

·        “Eight Vertical and Eight Horizontal Corridors” to strengthen both local and cross-boundary connectivity.

·        Development of next-generation transport interchange hubs.

·        Introduction of demand-responsive smart bus services.

·        Promotion of autonomous vehicles and a roadmap for their wider application.

·        Introduction of AI-driven traffic management platform.

  • Expansion of commercial vehicles parking facilities, supporting the low-altitude economy, and improvement of pedestrian environments.

These initiatives will serve not only enhance the daily travel experience of citizens but also reinforce Hong Kong’s role as a regional transport hub, facilitating deeper integration of passenger and freight movements within the Guangdong–Hong Kong–Macao Greater Bay Area.

CILTHK considers the Blueprint lays down the vision and principles for the next two decades which takes into account demographic trends, urban planning, and technological advancements. By advancing policy innovation and technological innovation to form a dual-innovation mindset, the Blueprint through collaborating with all relevant stakeholders drive continuous improvement in public transport, support cross-boundary commuting, and accelerate the transition towards smart and low-carbon mobility, laying a solid foundation for Hong Kong’s sustainable transport future.

Hong Kong has a world class and globally recognised public transport system mentioned in the report that has grown and been built upon decades of urban development and the corresponding parallel growth of the transport networks. The railway, franchised buses and light buses along with the multiple ferries have been the enabler to unlocking growth and economic development, moving millions of citizens every day. These modes will continue to be this enabler, so it is key to ensure full integration into any future thinking and keep speeding up passenger journeys through innovative urban design and roads planning while at the same time improving the passenger experience when boarding or connecting in hubs which meets a key initiative of the Blueprint.  

Full and smarter integration and development of the existing modes into the exciting new blueprint and plans is key. This will allow them to flourish and grow usage supporting their ongoing development and success, while keeping pace with evolution and change by providing citizens and visitors with a continued and world leading visitor and transportation experience.

CILTHK will work with its membership and actively align with the Government’s strategic objectives as well as collaborating closely with the transport industry, engineering sectors, and wider community to ensure effective development and implementation of detailed workflows and actions to meet the Blueprints strategic intent. The Institute firmly believes that through collective effort and collaboration, Hong Kong can become a even more liveable, business, and visitor-friendly city, whilst continuously enhancing its international competitiveness, and maintain its leading position in the global transport and logistics arena.

CILTHK will continue to leverage its professional expertise to support policy formulation, promote the application of innovative technologies, and encourage cross-sector collaboration. We look forward to the progressive implementation of the Blueprint, bringing citizens higher-quality, more convenient, and more environmentally friendly travel options, while injecting new momentum into Hong Kong’s economic and social development.

香港運輸物流學會支持《運輸策略藍圖》推動香港交通運輸邁向智慧綠色新時代

香港運輸物流學會支持香港特別行政區政府於202626日公布的《運輸策略藍圖》的發布。藍圖以「落實以人為本、強化內聯外通、促進高效出行、擁抱綠色生活」為願景,為未來二十多年的交通運輸發展提供清晰路向,推動香港建構更智慧、更綠色、更連通、更高效的出行環境。

藍圖指出未來運輸發展的三大主題:「享旅程」、「連都市」以及「活出行」,並訂立六大策略與25項具體建議,涵蓋基礎建設、公共交通、智慧科技與綠色出行。

主要倡議包括:

·        「八縱八橫」的交通網絡,以提升本港各區及與大灣區其他城市的連繫。

·        建設新一代「運輸交匯樞紐」

·        引進需求導向智慧公交服務

·        推廣自動駕駛車輛無人化及其更廣泛應用的路線圖。

·        引入人工智能技術驅動的交通管理平台

·        擴建商用停車設施、支持低空經濟、以及優化步行環境。

這些舉措不僅提升市民的日常出行體驗,也強化香港作為區域交通樞紐的角色,促進粵港澳大灣區客貨運的更深層次整合。

香港運輸物流學會認為藍圖考慮人口趨勢、城市規劃及科技發展,訂立未來二十年的願景與原則。透過推動政策創新與技術創新,形成雙重創新思維,藍圖與所有相關持份者合作,推動公共交通持續改進,支持跨境通勤,加速向智慧低碳出行轉型,為香港可持續交通未來奠定堅實基礎。

報告中提到,香港擁有世界級且享譽全球的公共交通系統,該系統數十年的城市發展及相應的交通網絡同步建立和擴展。鐵路、專營巴士及小巴,以及多條渡輪,一直是推動城市增長與經濟發展的關鍵,服務每日數以百萬計的市民出行。這些交通方式將持續成為推動力,因此必須確保在任何未來規劃中能夠全面整合,並透過創新的城市設計與道路規劃持續加快旅客旅程,同時提升乘客在樞紐的上下乘體驗,這符合藍圖的核心倡議。

全面且更智慧地將現有交通模式整合與開發,使其納入令人振奮的新藍圖與計畫中,是至關重要的。這將使其能夠蓬勃發展並增加使用量,支持持續發展與成功,同步不斷演變,為市民與旅客提供持續且世界領先的旅遊與交通體驗。

香港運輸物流學會將與會員一起,積極配合政府的策略目標,並與交通運輸業界、工程業界及社會各界攜手合作,確保詳細工作流程與行動的有效制定與執行,以達成藍圖的策略意圖。本學會深信,透過共同努力與合作,香港將能打造更宜居、宜業、宜遊的城市,繼續提升國際競爭力,並在全球交通運輸領域保持領先。

香港運輸物流學會簡介

香港運輸物流學會 (CILTHK) 是國際運輸物流學會一個主要分會,而國際運輸物流學會 (CILT)(網址:https://www.ciltinternational.org)是一國際性的非牟利專業組織,現時超過 30 個分會,全球超過 30,000 名會員,遍布 100 多個國家及地區。學會於 1919 年在英國成立, 並於 1926 年獲頒皇家特許狀。
