Sailing Over Troubled Water

Dr. Li spent ten years at sea as Master and Deck Officer in the Merchant Navy. He joined the Marine Department of Hong Kong in 1987 and has served a number of posts as examiner for masters and mates, marine accident investigation and a General Manager of the Shipping Registry.  Dr. Li has attained the degree in Doctor of Philosophy in 2002 with the University of Plymouth in the United Kingdom.  After retirement from Marine Department he obtained the qualification as Barrister of the High Court in 2017.   His published papers in various journals include “Port State Control”, “Safety on High Speed Craft”, “Marine Accident Investigation” and “The Errant Master”.

Between 23 and 29, March 2021, the Suez Canal was blocked for six days after the accidental grounding of m.v. Ever Given, a 20,000 TEU container ship, on the morning of 23 March.  The 400-metre-long container was buffeted by strong winds, and ended up wedging itself across the waterway, bow and stern stuck in the canal bank, which prevented other vessels from passing through the Suez Canal.

Given the large windage areas and size of M.V. Ever Given, the presentation would explore the navigation dilemma that this mega container ship might have experienced during the transit.  It goes on to suggest if more regulatory measures could be introduced by the Suez Canal Authority to the transit of these ships so as to prevent re-occurrence of similar accident in future.  

Before the grounding, two Suez Canal Pilots were navigating the vessel.  This presentation will also look at the pilot’s liability after the accident and their relationship with the Master onboard.
