  • Latest Developments of Road Cargo System (ROCARS)

ROCARS will be officially launched on 17 May 2010 with the commencement of an 18-month transitional period. In other words, submissions by ROCARS for all imports and exports of road cargo will become mandatory from 17 November 2011.

To allow stakeholders to familiarize themselves with the system early, Customs and Excise Department has started the trail run since 29 March 2010. As of 12 May 2010, some 790 users (including shippers, agents and truck drivers) have registered with ROCARS. The trail run has so far been smooth. We would have at least two ROCARS lanes (one north-bound and one south-bound) ready at each land boundary control point when the transitional period starts on 17 May 2010. Additional ROCARS lanes will be brought in by phases during the transitional period.

For registration procedures and the operations of ROCARS, please visit the ROCARS website at http://www.rocars.gov.hk or call the hotline at 3669-0000.

  • The Road Safety Council 'Responsible Drivers' Campaign

The Road Safety Council is committed to enhancing public awareness of the importance of road safety. This year the council has initiated an innovative 'Responsible Drivers' programme consisting of a series of anti-drink driving and road safety activities. These aim to encourage drivers all over Hong Kong to register as a 'Responsible Driver' and to espouse the '3C Driving Principles' of Care, Concern and Commitment. Moreover, the Chinese pronunciation of '3C' means to 'Think Twice Before You Act', reminding all drivers of their driving responsibility and commit not to drink and drive.

Rules of the 'Responsible Drivers' programme:

    1. If you drink, don't drive
    2. Adhere to all traffic regulations
    3. Assist in promoting '3C Driving Principles'

How to register as a 'Responsible Driver':

The Road Safety Council is recruiting 'Responsible Drivers' online. Interested parties can join the 'Responsible Drivers' group on Facebook to enquire for details or log on the website at www.3CDrivers.hk and register to become a 'Responsible Driver'. An e-certificate will be sent to those who register through email.
